Five billion baht in compensation paid to southern unrest victims in 10 years
About 5 billion baht have been spent by the government for the rehabilitation of victims of violence in the Deep South during 2004-2013.
The rehabilitation programme covers officials and civilians killed or disabled from acts of terrorism by militants. It also covers victims wrongfully killed, disabled or detained by security forces and families of "enforced disappearance".
The cabinet’s resolution dated 31 May, 2005 laid down the rules for rehabilitation for the victims. In case of death of a civilian, the family will be entitled to 100,000 baht in compensation and 80,000 baht in case of disability. For a government official, the compensation is 500,000 baht in case of death or disability.
Anyhow in 2012, the cabinet issued a new resolution by increasing the amount of compensation to 500,000 baht to civilian victims for both cases of death and disability. The resolution is retroactively applied to victims since 2004. But for victims before 2012, the additional compensation will be paid on instalments of 100,000 baht until they receive the full amount of 500,000 baht.
A breakdown of the compensation payments is as follows:
From May 2005 until August 14, 2012, altogether 1,432.8 million baht in compensation were paid to 4,224 dead victims and 7,618 injured and 443 disability cases.
On top of that, 599.7 million baht in compensation were paid for property damages caused to 4,144 people.
As for 2012-13, 167 million baht were paid to256 dead victims and 1,047 injured plus 289 million baht were paid for property damages.
Besides, special compensation were paid to victims of certain events such as Krue Se, Tak Bai, Sabayoi, Al Furgon mosque attack which were perpetrated by state authorities and the Wat Promprasit attack by militants. People who were wrongfully detained, tried and later acquitted and those who disappeared without traces were also compensated.
Compensation in this category covers 12,663 cases and amounts to 1,947.9 million baht.
For instances in the Krue Se case, 90 victims were compensated to the tune of 160 million baht; 959 victims compensated of up to 1,454 millon baht for the Tak Bai case.
